Regional conflict added roughly $300 million in direct costs to the project, with about half of the total $600 million increase coming from supply-chain disruption and insurance — the unglamorous side of building a $5.7 billion resort in a region that made headlines for the wrong reasons. Wynn owns 40 percent of the joint venture, so its share of the overrun works out to around $240 million in additional equity.

What's notable is what didn't happen. Construction never stopped. During the quarter Wynn put another $48.1 million of cash into the venture, taking its life-to-date contribution past $1.06 billion, and drawdowns on the construction loan have now reached $1.4 billion. Hiring and pre-opening recruitment are already underway. This is a project absorbing a shock, not one hitting the brakes.

Billings didn't dress it up for investors either. Asked whether the geopolitical picture had changed how the company underwrites the resort, he was blunt: he isn't going to claim there's no risk, and when Wynn first modelled the project it didn't assume a region with zero geopolitical risk — it assumed a country with a demonstrated ability to work through one. He described the UAE as a place that absorbs pressure and keeps functioning rather than getting knocked off course.

Why September, Specifically

Here's the part that reveals how carefully this date was chosen.

September isn't a compromise between “ready” and “late.” Asked why that month, Billings said it's the point at which construction and the punch list will be finished and operations can genuinely be ready. But it's also when the Gulf's peak tourism season begins — temperatures drop, international travel picks up, and the region starts filling with exactly the visitors an integrated resort wants walking through the door on week one.

  • A 70-storey tower, topped out structurally in December 2025 at 283 metres.
  • A final height of 352 metres once the spire goes on.
  • A 224,000 sq ft gaming floor — around 50 percent larger than the casino at Wynn Las Vegas.
  • A 22nd-floor Sky Casino built as a high-limit, ocean-view enclave for VIPs.
  • 1,542 hotel keys, plus restaurants, spa, theatre and retail now in fit-out.
  • Over $1.06 billion contributed by Wynn alone, against a $5.7 billion total.

The next eighteen months are the fussy part — systems certification, slot and table approvals through the testing labs, employee licensing, and the long tail of interior fit-out. Unglamorous, and exactly the work that decides whether September holds.
